Licensing & Regulation Workstream
The Licensing & Regulation Workstream is reviewing the licensing and regulatory framework and identifying changes that would help pilots more effectively to obtain and retain the proficiency and competence required by today’s operational commercial air transport environment.
The Chairman is Ray Elgy FRAeS. Ray Elgy started his career as an undergraduate apprentice with British Airways, gaining aircraft maintenance engineer licences for airframe and engines, and an honours degree in Air Transport Engineering. He also obtained a Private Pilot’s Licence at this time. In 1989, Ray joined the UK Civil Aviation Authority where he was appointed as Head of the Propulsion Department in 2001, Head of the Aerodrome Standards Department in 2005, and Head of Licensing & Training Standards Division in 2009. He left the UK CAA in 2014 to form his own company. Ray Elgy is a Chartered Aeronautical Engineer, and a Fellow of the Royal Aeronautical Society. He is passionate about education, training and career development. He is the Chair of Governors at a Secondary School, a Governor at a Further Education College and also at a University Technical College.
The Workstream Vice-Chairman is Captain David Newbery.
